ITEM 1 Government Stands Idle - ASAHI SHIMBUN - 5 Jan 46. Translator: A. Kido.

Extract:
Regarding the Directive, a SCAP spokesman announced as follows: "It is a matter of common knowledge that the would-be secret societies played an important role in encouraging the Japanese aggression policy. The Japanese military clique and ultranationalists had always nursed and protected these secret societies. Some of the Japanese Government and other public officials had bravely resisted the will of such dominating parties, even at the risk of their lives. The Japanese Government did not take any proper counter-measures against this state of things, and SCAP has issued the Directive in order to root out such groups.
"By making public the records of such groups or societies, the Japanese people and Government Officials will be in possession of powerful weapons for building a liberal and democratic JAPAN. The present Directive banishes all individuals and organizations, who had placed an important role in encouraging Japanese people to carry out warlike aggression, apart from the big figures accused of being war criminal suspects. Since the removal of the restriction on speech and press, the Japanese people are demanding that their Government take measures similar to those taken by General MACARTHUR."

Full Translation:
An important order has been issued by SCAP, removing from public office leaders of the Imperial Rule Assistance Association, the Political Rule Assistance Party Association, and the Greater JAPAN Political Association. The following are some of the leading personages, who now occupy positions as directors or other office holders in these organizations or their affiliated bodies, and are thought to come within the terms of the directive (does not include war criminal suspects):

Full Translation:
It is one of the most important duties for the Government to determine who should be excluded from Government service and removed from public office, in accordance with the 4 January Directive of Allied Supreme Headquarters, The Government immediately set about preparing the register of actual names on the basis of the contents of the Directive.
Apart from these who are clearly indicated by the Directive itself (for example professional Army and Navy officers and men), the extent of persons affected will vary greatly according to the interpretation. Accordingly, the Government will make public the names, after ascertaining the opinion of Supreme Headquarters, as to the list of names of persons falling under the provisions of the Directive.
